Need help with Start Menu Layout with taskbar

OS is 2019. I have tried the XML's for the start menu layout for Windows 10 and it's not working. We want to add an entry into out current start menu layout xml that allows us to pin file explorer to the task bar. Is there a way to achieve this? What I have tried from the docs doesn't seem to work for 2019.

Thanks but this isn't our issue. The Start Menu does work. It's adding the entries for the task bar to pin the file explorer that isn't working.

Still it might be more expert on this topic are available in the Tech Community: https://techcommunity.microsoft.com/t5/windows-server/ct-p/Windows-Server

And finally, if the documentation does not work as intended, also raising a support ticket via https://support.microsoft.com/oas might be an option.

Is only File Explorer affected, does it work for other apps?

You used this documentation I guess https://docs.microsoft.com/en-us/windows/configuration/configure-windows-10-taskbar ?

File explorer is the only one with the issue pinning to the task bar. When I add it in the xml it actually breaks the start menu as well. When I remove the entry start menu is fine.
