Hello, Kitti, there are several methods to solve your task. The first thing I thought about is upgrading from Exchange 2007 to 2016 using Exchange server 2010, 2013, or 2010.

The preparation stage includes ensuring your system requirements meet the process and reading some useful documentation on the Microsoft official website.

Here you can find the detailed step-by-step guide.

And of course, before diving into this procedure, I would recommend creating an extra copy of critical Exchange backups.

This series of blog posts might help: https://secureinfra.blog/2013/07/25/part-1-step-by-step-exchange-2007-to-2013-migration/ (part 4 covers Ex2007 decommision)  or this with a more detailed guidance and better test plan: http://msexchangeguru.com/2013/09/01/e20102007decomposte2013mig/
