what is the minimum role required to access MarketPlace Offers?

@fpeng : When you go into Partner Center Account Settings --> Organization Information --> Legal profile do you see a "Developer" tab/profile?
If not, your colleagues might have the profile in a different tenant where they are added as guest, and this is why they see this in their own user context and other not.

@JanoschUlmer , I see error in "Developer" tab/profile" and after I click "Fix it", I can see Business contributor, Financial contributor and Marketer role options.

@JanoschUlmer , In the Partner portal, User management, I don't see any roles listed in your article, such as Business contributor, Financial contributor or Marketer. Please advise where I can assign user roles in your article.

@fpeng : Seems there is no commercial marketplace account profile at all on your tenant, but only Cloud Partner Program. @JanoschUlmer , I checked with my team and we do have commercial marketplace accounts and my colleague can see the Business contributor, Financial contributor and Marketer roles and assign to users. We both have global admin, MPN admin and account admin roles. I have not figure why we see different role options in the Microsoft Partner Portal User Settings.
