Moving assigned licenses
We are no longer servicing this customer and there is a new reseller. They've added their licenses and we've disabled our subscription. Theirs is showing Active but no licenses are available. I tested removing one of our licenses to see if one of theirs would be provisioned, but nothing happened. I feel like I have to missing something, I've searched everywhere online and cannot find anything so I came here. I appreciate the help!

@RMeyer : One additional comment, respectively question: Since you have mentioned you have suspended the subscription on your side - is this a CSP legacy subscription, or NCE subscription? Because when it is NCE, you will still pay for the subscription until term end (this is also why this would only be deleted after term end).

@RMeyer No worries, the situation will resolve by itself when the subscription you suspended moves into deleted state (90-120 days after you suspended when this is a legacy license, 90 days after term end when it is NCE). At this point in time, the first line would dispappear and the remaining M365BS subscription will show 9 assigned licenses.
License assignment is done based on a pooling system - a license a certain user has assigned is not directly mapped to a certain subscription that is provisioned. Licenses from both subscriptions go into the same license pool, and users get licenses assigned from the pool. When you exchange one subscription with another one for the same product, there is actually not a reassignment of licenses happening ever - users still get the licenses assigned from the same license pool.
When the subscription status is disabled, M365 admin center might still show them as assigned, but this is rather an inconsistency in how it is displayed - if you look into the "Licenses" section in M365 Admin Center you should see something like "9 out 9 licenses" for M365 Business Std are assigned.
