License Key Issue
Dear Support, We have downloaded a Windows Server 2012 R2 from the following link. After that we get the license and input the key it gives the attached error, please assist how to resolve it. https://www.microsoft.com/en-us/evalcenter/evaluate-windows-server-2016/?i=1

Fix common errors
To purchase a new Windows license, Start > Settings > System > Activation , and then select Go to Microsoft Store.
If you have a Windows product key you used on your device before the hardware change, enter it by selecting Start > Settings > System > Activation , and then selecting Change product key.

Two things;
If the server were already a domain controller then conversion from evaluation to retail would not be supported.
The evaluation can be activated using retail or volume keys. For OEM the distribution media would need to come from OEM provider.
Also try;
Dism /Online /Get-TargetEditions
Target Edition : ServerDatacenter
Dism /online /Set-Edition:<edition name> /AcceptEula /ProductKey:12345-67890-12345-67890-12345

Server is on workgroup you can also see in the attached pic and I already shared with you.
The evaluation can be activated using retail or volume keys. For OEM the distribution media would need to come from OEM provider.
It is not OEM and we have Open License Program. We have retail or volume keys. Please find the pic of Lic Volume Id.
We will check below commands and update you shortly.
