Contact for Windows 10 License when virtualizing

I bought a PC that does not include OS.
And I bought additional Windows 10 Pro OEM Licenese 2Copy.

I want to install Xen server and virtualize two Windows 10 Pro units.

Q1. Could I install a virtual Windows on a VM using an OEM license? (should using 2 license?)

Q2. Would I be able to reuse license one of my virtual Windows 10 Pro When I erase Windows andthen reinstall in another server?

Q3. Could I get license authentication,  If I change the settings of VM? (cpu / memory / disk)
ex. CPU - 4core / Memory - 8G  ==> CPU - 6core / Memory - 16G, could I get authentication?

Q4. IF Q1 or Q2 is impossible, whice license should I purchase?
