Okay - the websites that sell cheap Microsoft keys are not getting legitimate retail keys directly from Microsoft at all.
Cause some of these keys only come from other countries where Windows licenses are cheaper. These are known as the "gray market".
They may be legitimate but have been sold cheaper in other countries. For example, Windows keys used to be much cheaper in China.
