For CSP there seems only one Provider listed: https://partner.microsoft.com/en-us/cloud-solution-provider/find-a-provider

CSP is only one option though, there are more distributors selling in other licensing channels that don't require you to go through a registration like above mentioned CSP program, and a quick web search brought up that there is also Tech Data in Vietnam
