Unable to resend pending developer email verification.

Unable to resend pending developer email verification.
When I contacted support, I was told to change my email address or resend it from the dashboard because authentication failed.
I changed the contact email address in the developer role associated with the publisher ID and the publisher owner's basic settings, but it's still pending and I can't resend it.
I have emailed my partner many times asking for instructions on how to resend, but have not received a reply.
Not proceed.
I need your help.
