Old MFA dashboard

Regarding https://account.activedirectory.windowsazure.com/UserManagement/MultifactorVerification.aspx I have the two following questions:

  • How do you access that page? I've only been able o join it with this direct link
  • Does enforcing MFA for all users through this page will make us compliant?

You find ithe link in Azure Portal --> Azure Active Directory --> Users

And yes, if you enable MFA for all users this way, this also fulfills the requirements.

I have configured MFA this way but some users are shown as Enabled and not as Enforced despite the fact that the user already registered for MFA and is using it. Why that happen?
