Windows Server and SQL Server Specialization Performance Requirements

I'm currently looking at the performance requirements for the specialization and looking for some clarification on the 2 consumption requirements, so we can make sure we've set the right sales targets.

 

For Windows server migration it states 3 customers must show a monthly average ACR over the previous 3 months with a threshold of $10,000 Windows Server Virtual Machines.

 

Does this mean that 3 separate customers must each individually show consumption of over $10K on VM's or is that from 3 customers you have to show that you have met the threshold over the previous 3 months?

 

For the SQL consumption how do you show and track the $10K SQL server VM consumption. Does it have to be VM's purchased with SQL or do hybrid benefits count where SQL has been purchased separatley?
