Action Pack IUR - can we use cloud seats AND on premise seats at the same time

Action Pack IUR - can we use cloud seats AND on premise seats at the same time or does say E3 5 seats  use rule out using office 2019 10 seats? Or does one rule out the other?

 

Or fx. have an on premise Exchange server 2019 and setup hybrid in combi with E3 use?

The Internal use guides documented here do not mention that you you can only one or the other: Internal Use Rights cloud and software benefit (microsoft.com)

E3 does include access rights for on-premises Exchange2019 if you were eferring to this, though I can not imagine why e I would use an on-premises Exchange for so little amount of users  when I have E3 and could use ExO. Your choice 😉

Reason is that I want to build experience in migrating from on premise to cloud, so the idea is to start of by building an on premise environment with Ad, Exch etc. and then do a migration step by step .... just don't want any trouble with MS license wise 🙂
