Preview offers are only shown to Tenant Members in Marketplace

Since mid of May preview offers aren't shown in the marketplace in our tenant.

We had some investigation with Azure Support and found out that you need to be member to the tenant to see the offes even if the person is in the audience list. So this has changed in the Marketplace in May.

What is the the reason for that? Why isn't it possible to have tenant guests access to the preview offer?
