Help with publishing offers in Marketplace

Hi,

We are new to the Marketplace, but have several offers that we would like to add.

We do face rejection each time though due to different comments like: "The primary goal of a consulting service offer must be to provide Microsoft Azure professional services" etc. - All standard answers that makes no sense to us as we have followed all guides and our offers are at least same level as existing offers in marketplace?

Is there a way to use existing MS Partner support hours for having a consultant help us achieve publishing?
