Nigeria should be added to countries/regions so as to enable companies in Nigeria publish consulting services in AppSource.

Probably you are referring to the "Eligible countries/regions" from https://docs.microsoft.com/en-us/azure/marketplace/consulting-services#eligible-partners-and-supported-countriesregions. This is the list for "sell to" = the consulting services can be only sold only to these countries. However, as long as your country is entitled to publish on AppSource/Marketplace (you can check the entire sell from list on https://docs.microsoft.com/en-us/azure/marketplace/marketplace-faq-publisher-guide , search by What countries/regions are Azure Marketplace available for publishers to sell from?) you can publish your offer and choose to which country from https://docs.microsoft.com/en-us/azure/marketplace/consulting-services#eligible-partners-and-supported-countriesregions you will be offering your consultanchy.
