Azure Virtual WAN over Express Route

Hi,

Kindly help me understand the need for Virtual WAN on Express route.  Considering the VWAN features and its capabiltiies, it is more suitable for Internet users to have their resourcess accessed and managed. What would be the explicit benefits of VWAN via Express route compared to Internet. (SLA is a good point for Express route, whereas looking for other explicit benefits).
