Visual Studio Installation Error
I am recieving the error below when trying to install Visual Studio on my new laptop. It's running Windows 10 1903. This is a brand new laptop so there hasn't been any other versions installed on it before. I've tried the whole installcleanup.exe thing and then tried turning off my A/V and Firewall but still got the same results.
Spoke with a Microsoft technician and he wasn't much help with it and gave me the same steps that we've already tried.

Also have this problem on a Windows Server 2019 machine trying to install Visual Studio 2019. Created a layout file as the VM has not internet connection, then tried to install using the installer in the layout folder.

I think it errors because it's not connected to the internet (which is what it says behind this box). Isn't that the whole purpose of layout files? The instance I am installing it on purposefully is not connected to the internet.

I tried to use the developer community portal, but when choosing "Report a Problem - Visual Studio", there is no way to report a problem with Visual Studio. Instead it tells me to do it inside Visual Studio... which of course I can't, because it's not installed. Well played Microsoft... well played.

Alternatively, report a problem in Visual Studio Installer if you can't install Visual Studio or are unable to access the feedback tool within Visual Studio. In the Installer, select the feedback icon in the upper-right corner and select Report a Problem.
If this also does not work for you, see my above mentioned link to the support portal or open a thread in the VS community.
@JanoschUlmer - which would be good, but for me, the whole point of having a layout file is so I can install on a machine which is offline. Reporting a problem through the installer interface requires you to be online. So I get this, following the message when using the method you suggested:
In the support portal, it tells you to report Visual Studio problems by using the Report Link in the application. Which I cannot do, because it's not installed, nor is the machine online.
Hence my conundrum.
What is really needed is a way for me to report the problem, upload the log file, not from the machine which it is being installed. As far as I can tell there is no way to do that as all "Report a problem" links from the application or installer require an internet connection...
For version 16 nobody seems to have reported similar problem yet at: https://developercommunity.visualstudio.com/ - this community would be my recommendation to get further advice (even though I don't like linking from one community to another ).
You mentioned you spoke with a Microsoft technician already - did you open a support request specific for this problem? This could be done at https://support.microsoft.com/en-us/supportforbusiness/
